MAS Basic Financial Planning Guide: Simplify Your Financial Journey

The Monetary Authority of Singapore (MAS), in collaboration with industry partners, has introduced a Basic Financial Planning Guide to simplify and unify the approach to financial planning. Covering four key areas — emergency funds, insurance, investments, and legacy planning — the guide encourages individuals to start planning early for a secure retirement. Many people don’t know where to begin with financial planning. Just follow MAS’s Basic Financial Planning Guide — it’s perfect for beginners to get started!

1. Emergency Funds

  • Save 3–6 months’ worth of living expenses as soon as possible.
  • Keep the funds in a savings account or allocate them to money market funds or government bonds for flexibility.

2. Insurance Planning

  • Allocate no more than 15% of your income for insurance premiums.
  • Besides basic hospitalisation and accident insurance, aim to have life insurance coverage worth 9 times your annual income and critical illness insurance worth 4 times your annual income.

3. Investment Planning

  • Invest at least 10% of your income to harness time and compound interest for retirement.
  • Short-term: Consider government bonds, treasury bills, or bank fixed deposits.
  • Long-term: Top up CPF, regularly invest in mutual funds or ETFs, and grow your portfolio steadily.

4. Legacy Planning

  • Take early steps to draft your will, nominate CPF beneficiaries, and set up LPA (Lasting Power of Attorney), ACP (Advance Care Planning), or trusts where necessary.
