Careshield life, 新加坡人的第四个life?

上个月公司大会， 提出一个很有意思的问题： 新加坡人有几个life？这张图幽默地说明了在新加坡，一个人要“管理多少个 LIFE（人生/保险计划)。

图中列出四个“LIFE”：

1. Your LIFE（你自己的人生），除了经营自己的人生，还要了解并善用国家的几项“LIFE”制度，保障退休、医疗与长期照护的需要。

4. CareShield LIFE —— 长期护理保险计划，为重度残疾者提供终身照护津贴。我觉得大部分读者可能对这一条是很陌生的, 今天就着重介绍这一条。

CareShield Life 是新加坡政府推出的强制性长期护理保险（Long-term Care Insurance），旨在当新加坡人因严重残疾而无法自理生活时(日常生活中的三项ADL），提供每月的现金补助，让你能负担长期护理开销（例如请护工、住护理院、日间照护中心等）。日常生活包括图中6个行动能力：吃饭，穿衣， 洗澡，上厕所，上下床以及走动。

适用对象：
出生于1980年及以后的人：自动加入。出生于1979年及以前的人：可以自愿加入。根据海峡时报8月27号的报道，到2025年6月，每10个年龄在30岁以上的新加坡公民和PR: 就有8个人加入了这个计划。
为什么政府现在非常看重这一计划的推行？
统计数据显示65岁以上新加坡人每2个人中就有一个人会全残。而一旦索赔，平均索赔年限是10年， 最年轻的索赔年龄是32岁。
但是政府提供的这个基本计划一旦发生索赔，每个月赔付金额只有300-600之间， 那么问题来了？ 在新加坡这么一个高生活成本的地方够吗？以现在物价水平测算， 一旦全残每个月费用高达2952$, 以4%的通胀来计算， 到2039年这一费用将涨到5000+$, 如何填补这一空缺？
现在各大保险公司都出了私人附加险来补充这一空缺，可以用额外的medisave来填补：
1）提高每月索赔额
2）放宽理赔条件（2个ADL就能赔付）
3）增加一次性赔付
