Will vs LPA vs CPF Nomination in Singapore: What’s the Difference?

Will vs LPA vs CPF Nomination in Singapore: What’s the Difference?

“I already have a Will. Do I still need an LPA?”

“What about my CPF? Isn’t that covered by my Will?”

These are some of the most common questions I hear when discussing legacy planning in Singapore.

The simplest answer is:

A Will, Lasting Power of Attorney (LPA) and CPF Nomination solve different problems.

The easiest way to remember the difference

Think of your planning in two scenarios.

If you are alive but lose mental capacity → LPA

An LPA allows you to appoint one or more trusted people, known as Donees, to make certain decisions for you if you lose mental capacity.

Depending on the powers granted, these can relate to:

  • Personal welfare
  • Property and financial affairs

The key point is that an LPA operates while you are alive.

It ends when you pass away.

If you pass away → Will

A Will sets out how you want assets forming part of your estate to be distributed after your death.

Depending on your circumstances, this can include assets such as money, investments, personal possessions and certain property interests.

You can also appoint an executor to administer your estate.

But there is one important exception many Singaporeans miss:

Your CPF savings are not distributed through your Will.

If you pass away → CPF Nomination for CPF savings

A CPF Nomination tells CPF Board who should receive your CPF savings and in what proportions when you pass away.

A valid CPF Nomination generally covers:

  • CPF savings in your CPF accounts
  • CPF LIFE premium balance, if any
  • Discounted Singtel shares

It does not cover everything purchased with CPF.

For example, properties purchased using CPF, DPS payouts and CPF Investment Scheme investments are not generally distributed through the CPF Nomination itself.

So do I need all three?

Potentially, yes — because one does not automatically replace another.

A simple way to think about it is:

Planning Tool

When does it matter?

Main purpose

LPA While alive, after loss of mental capacity Appoint someone to make decisions
Will After death Distribute assets forming your estate
CPF Nomination After death Distribute CPF savings

Your personal circumstances determine which documents you need and how they should be structured.

What happens if I have a Will but no CPF Nomination?

Your Will cannot determine how your CPF savings are distributed.

Without a valid CPF Nomination, CPF savings are generally transferred to the Public Trustee’s Office and distributed to eligible family members according to the applicable intestacy laws or Muslim inheritance rules, with administrative fees applying.

This is why writing “all my assets go to my spouse” in a Will does not automatically achieve the same result for CPF savings.

What if I have an LPA but no Will?

Your LPA stops operating when you die.

Your Donee does not simply continue controlling your estate.

Estate administration after death is a separate legal process.

Legacy planning is not only for wealthy families

You do not need millions of dollars before these documents become relevant.

If you have CPF savings, bank accounts, investments, property or people who depend on you, there are already decisions worth organising.

And legacy planning is not only about money.

An LPA also answers an important question:

Who do you trust to make decisions for you if one day you cannot make them yourself?

That is why I view legacy planning as part of financial planning rather than something to think about only in old age.

Good planning is not about predicting when something will happen.

It is about making sure the people you trust know what to do if it does.

Frequently Asked Questions

Does a Will cover CPF savings in Singapore?
No. CPF savings do not form part of your estate and cannot be distributed through your Will. A CPF Nomination is required if you want to specify how eligible CPF savings should be distributed.

If I have a Will, do I still need an LPA?
They serve different purposes. A Will operates after death, while an LPA allows appointed Donees to act if you lose mental capacity while alive.

Does CPF Nomination cover my HDB property?
No. Property purchased using CPF is not covered by CPF Nomination. How a property passes on depends, among other things, on its manner of ownership and estate arrangements.
