2023年新加坡官方财务规划指南

财务规划并不是一个离普通人很远的话题，恰恰是因为我们普通人的财务资源是有限的，谁家也没有几个小目标供你挥霍，都是早九晚五的打工人，所以只有好好规划如何使用自己有限的财务资源，认真执行，才能够达到我们的财务目标。而现实是大部分人或者家庭没有一个明确的可以执行的财务规划，或者大部分人们甚至没有意识到自己有这方面的需求。

新加坡政府却也意识到这个问题，所以在今年10月份推出了一份由新加坡金融管理局 (MAS) 与新加坡银行协会、财务顾问协会（新加坡）和人寿保险协会 (LIA) 共同制定的基本财务规划指南。通过这份指南，政府希望证明财务规划其实可以简单到只需要采取三到四个简单行动，从而可以帮助新加坡人更好的掌控自己的财务状况。

下面我们一起来看看这份财务规划指南的主要内容。

2023年新加坡官方财务规划指南 — Engage

 

 

这份指南概述了人们在处理整体财务计划的关键方面（即应急资金、保险保护、投资和财务传承）时应采用的一些经验法则。

首先来看应急资金，一般的家庭应该准备能够覆盖3-6个月支出的应急资金，而没有稳定收入的家庭更是应该准备1年左右的应急资金。当然每个家庭情况不同，所需准备的金额就会不同，但是应急资金是需要准备的而且是应该能够随时变现的，所以应急资金不能用于投资，只能是放在银行的存款账户或者说购买可以随时变现的新加坡储蓄债券。

再来说第二个保险保护。保险是一种最为便宜的转嫁风险的方式。我们需要让自己在人生中负担最重的阶段得到妥善的保护，所以寿险和重疾险是必须要考虑的。寿险的保额一般要有年收入 的9倍以上，而重疾险的保额一般要有年收入的4倍以上。同时新加坡政府是一个负责任的政府，它强制每位公民都有基本的住院保险和长期护理险的保障。当然保险产品很多，你完全可以根据自己的情况加以考虑，但是不建议保费支出超过收入的15%，因为保费支出过大，成为较大的财务负担，就很容易负担不起，造成断保，这样反而是得不偿失。所以我们应该经常的检视一下自己的保单，看看跟自己的财务状况是否匹配。

第三个方面是投资。这里政府给出的是至少收入的10%应该用于投资以满足今后的养老需求和其它财务方面的需求。对于短期投资而言建议是购买新加坡储蓄债券，新加坡国债和定期存款。这些产品都是风险较低，而且能随时变现的。对于长期投资而言，可以选择为自己的公积金账户充值。我们的CPF SA 账户，政府保证给到4%的投资回报率，这是一个相当可以的投资回报率，应该给政府点一个赞。我们同时还可以考虑选择购买一些ETF和基金进行长期投资。当然投资是一个专业的事，具体投资什么ETF或者基金，需要寻求专业建议。投资里面政府专门提到如果你已经超过55岁还是没有一个充足的退休计划，那么你可以考虑货币化你的部分房产。政府推出了好多的计划专门帮助有这方面需要的朋友。

第四个方面是财务传承。简单来讲就是在生前立下遗嘱和对我们的CPF 账户的受益人进行指定。立遗嘱就是在我们生前按照自己的意愿来安排生后的财务继承。生前很简单的一个立遗嘱的行为，可以为身后我们的家人省下好多的时间，麻烦和情绪消耗。
