新加坡的汽车价格堪称全球之最，这背后隐藏着诸多原因和独特的政策。让我们一同揭开“全球最贵铁皮”的神秘面纱，探究其中的奥秘。
昂贵的拥车证
新加坡汽车价格高昂，其中一个重要原因就是拥车证（COE）。这并非普通的车辆证件，而是车主买车的必备条件。新加坡政府通过发放车辆牌照配额许可证来控制车辆数量，成功中标拥车证的持有人才能合法拥有并使用新加坡道路，有效期为10年。这种限制措施旨在解决交通拥堵和环境问题，但也使得拥车成本大幅增加。

由于需求旺盛，拥车证的价格有时甚至超过汽车本身的价值。在2023年，其价格曾一度高达14万新币，比国内一辆奔驰车都贵。拥车证到期时，车主2个选择一是杀车，结束车辆的使用；二是延长拥车证有效期。

基本花销
在新加坡拥有一辆汽车，除了要购买高价的拥车证，还需要承担一系列的基本花销，仅以普通车为例：

以上花销项目中，大都是有政府及相关部门决定，个人能够多多了解，节省部分费用的，就是汽车保险部分。

强制汽车保险
在新加坡，汽车保险是法律强制规定的。所有车辆必须拥有有效的保险才能上路行驶。当车主购买车辆时，必须同时购买汽车保险，并且每年进行更新。

在购车过程中，车商通常会向买家推荐与其合作的保险公司购买。这在一定程度上为车主提供了便利，但通常当时更多关注在汽车上，车险就听从车行的安排，对于购买的车险不太清楚。

新加坡规定车辆的保险承保期为一年，车主需要提前规划和选择最适合的保险方案，确保所购买的保险符合自己的需求和预算。在保险过期的两个月前，车主就可以开始更新保险。这要求车主对自己的车辆使用情况和风险有清晰的认识，以便在众多保险产品中做出明智的选择，确保车辆始终受到充分的保障。

保险类型
新加坡的汽车保险主要分为三类：第三方责任保险、第三方火灾与盗窃保险以及综合型保险。第三方责任保险提供对第三方人员受伤或死亡以及财务损失或损坏的赔偿。第三方火灾与盗窃保险则在车辆遭遇火灾或失窃时提供保障。综合型保险则涵盖了更广泛的风险，包括投保者车子失火、失窃以及因意外造成的损失或损坏。

车主应根据自身的需求和对风险的评估选择适合的保险类型。同时，还可以按需配置附加险，以增强保险的保障范围和灵活性。

附加险的保障
  • 一.无索赔折扣保障（No Claim Discount Protector，简称NCD Protector）：车主每年如果没有索赔，下一年的保费将获得10%的无索赔折扣（NCD），最高可达50%。NCD跟人不跟车，可以在转换保险公司时延续，但索赔一次就会减少30%的NCD。NCD Protector允许车主索赔一次而不影响已累积的NCD。这个附加险对于已经积累NCD30%以上的车主尤其重要，3年多无索赔的积累，可能就因为一次小小的刮蹭，对方索赔，而损失了30%的保费折扣
  • 二.修车行选择权（Workshop of your choice）：可选择保险公司授权以外的修车行进行汽车维修。如果汽车在保修期内，必须送回原厂指定的维修中心；若已过保修期，则可能无需选择此项保障。
  • 三.使用损失优惠（Loss of Use Benefits）：汽车因事故进厂修复期间，将获得交通津贴或替代车。
车险常用术语
  • Excess（自付额，也叫免赔额）：保险公司为事故损失理赔前，车主需先支付的数额。大部分小事故主责方通常选择私了，因为即使报了保险，也得自掏腰包（500-1000元），还会降低NCD。
  •  Named Driver/Unnamed Driver（指名驾驶人/非指名驾驶人）：指名驾驶人是指在保单中明确指定的驾驶人，非指名驾驶人则是没有明确指定的驾驶人。
  • Excess Waiver（自付额豁免）：某些保单可以附加自付额豁免，使车主在发生事故时无需支付自付额，做到全保。
  • Window Excess（挡风玻璃自付额）：针对挡风玻璃损坏的索赔，一般有一个100元的自付额，这个索赔是不影响NCD的。
